France and Ukraine Strengthen Defense Ties with Historic Deal on Rafale and Air Defense Systems

France and Ukraine have signed a historic defense agreement covering the procurement of 100 Dassault Rafale fighter jets, along with new air defense systems and drone capabilities. The deal was signed on November 17, 2025, at Villacoublay Air Base. Ukrainian President Volodymyr Zelenskyy described the agreement as historic and said it will significantly strengthen Ukraine’s combat aviation and air defense network. The agreement follows Ukraine’s October 2025 letter of intent with Sweden to explore the acquisition of up to 150 Gripen E fighters. Financing for the Rafale package has not been disclosed. The Élysée stated that the goal is to place France’s defense industry capabilities at the service of Ukraine’s long-term security. The deal was first reported by AeroTime.
